To fly a drone in Brazil, you have to register it. For this registration you need a Brazilian tax code. This means that foreigners actually have no chance to fly a drone in Brazil. It is not advisable to try to register the drone with the help of a Brazilian. The Brazilian would then be liable for everything that happens to the drone. You can try to contact a Brazilian embassy, but they probably can’t change much. If you manage to do this somehow, you should also have the rules that you must be insured and not fly near prisons, military bases and other important areas. In addition, you must not use autonomous drones (you must always be able to intervene in the control). The rules around the airports are even more precise, if you have a distance of 3-5.4 km you can fly up to 30 m high.
